We have lots of trees around my works car park and I suffer the same problem.
These are insect galls. We get this inquiry occasionally and just had another one today. Normally, the galls fall to the ground still attached to the leaves, but sometimes they also separate and you get the rain of galls you are experiencing this year.
No cause for concern. May 16, Trees are infested by aphids which suck sap. Sap is high in sugars and low in protein. In order to obtain enough protein the aphids pass masses of sugars/saps through their bodies and drip it on your car - it's"honeydew".
